Microsoft are started a replacement programme for the Surface Pro, Pro 2 and Pro 3 power cables for devices sold before July 2015. Microsoft have had reports of the cable overheating when damaged:

“Damage may occur over time if AC power cords are sharply and repeatedly bent or tightly wrapped, for example. Examples of damage include cracking, fraying or bulging” and are offering a free replacement”

The programme is just for the power lead not the actually power supply and Microsoft will ship you a new cable out without you having to return the old cable. You go to surface.com/powercord and complete the form. It is very simple while the risk it minimal it is worth doing.
