Microsoft has released a new build of Windows Server for Windows Insiders to test. The build is 18975 and is available as an ISO in 18 languages and an English VHDX file. You can download the build from here and these are the keys to activate the install:

There is just the one known issue with this build:
There is an issue where the App Compatibility FOD cannot be added to the OS .wim image offline using DISM /image method. After upgrade, it is necessary to reinstall the new FOD using DISM /online method.
