A few weeks ago Microsoft thought they had completed the Redstone 4 / 1803 Windows 10 Update with the release of build 17133. This tuned out to be premature as they found a blocking bug meaning they had to test another build before general rollout. Build 17134 was released to the fast ring April 16th and now Microsoft have pushed it out to the Slow and Release Preview rings.

During the history of the Windows Insider Programme any build that has gone out to the Release Preview Ring has been released to general Window users so this is the first time we have seen two builds hit Release Preview before going out to Windows users.

I have found no issues with build 17134 its looking good for a general release. Here is my hands on video recorded with the new build:
