Microsoft are continuing to develop the Redstone 4 version of HoloLons with the 5th update of the preview available for testing. You install build 17134.1008 via Windows Update and it includes improvements for developers via updated APIs and the emulator.
I was having many problems launching apps with the 3rd release but last week’s update fixed my issues.

This build is delivered over the air (OTA) through Windows Update after you’ve manually installed the HoloLens RS4 Preview using the instructions at the top of this page.
