MediaMonkey for Windows 8 and Windows RT has reached the release 9 state. This release of the media player and media manager app has added extra views like a decades view and includes plenty of bug fixes like a fix for rating imports from WMA files.
MediaMonkey is great for managing media on devices like the Surface RT and is free from the Windows Store.
